All proposals must be accompanied by a work-in-progress video of the proposed program. Please follow the instructions carefully. Use only 12-point font size. Applications submitted in smaller font size will not be accepted.

Part 1: Cover sheet

First you must fill out and submit the online cover sheet. Here is a list of all the information you will need to complete your cover sheet. Some basic budgetary information will be entered here, but note that you may be asked for a full line-item budget after initial review.

Once your application has been submitted, you will then be taken to a confirmation page with a confirmation number at the top. Print this confirmation page, sign it, and use it as the cover page for your written materials. Your Co-Applicant (as applicable) and Designated Station Contact must also sign the cover page. Remember to save a copy for your files. If your confirmation page does not have a confirmation number at the top or you encounter an error in your online application, please contact Karolyn Wong at karolyn_wong@itvs.org for assistance.

Part 2: Short Program description (up to three pages)

Please include the following information:

  • A synopsis of the program
  • A short treatment for the program that includes the structure, theme, style, format, voice, and point of view
  • Describe the target audience for your program: What is its importance to a local or regional audience, and why would it be compelling to a broad national audience?
  • What is the current production status of the project?

If your project is a transmedia project, please use up to two additional pages to include the following information:

  • Describe the interactive and non-broadcast elements. How do these elements work in relation to the broadcast component and how do they help you reach new audiences.
  • Describe the technology partners you have in place, or are looking to partner with, and their background in producing high quality interactive experiences.

Part 3: Résumé and Key Production personnel

All Applicants, and Co-applicants, must submit a résumé (including filmography as applicable). No summaries or blurbs will be accepted in lieu of a full résumé. For key production personnel (additional directors or producers, advisors, editor, cinematographer/videographer, etc.), include name, position, and short bio only.

Part 4: Budget summary forms

Download and complete the Budget Summary form(s). Print and submit with your collated materials. Only submit the Transmedia Budget Summary form if you have a transmedia component to your project.

Budgets and development processes for interactive elements vary greatly depending on the project. However, the budget summary outlines the basic cost areas for most software and technology development processes. We recommend that filmmakers consult with an experienced technology producer before submitting a budget summary.

Part 5: Previously completed work and work-in-progress description (one page)

  • Describe the relevance of the previously completed work to the proposed program and the applicant’s role,
    as credited.
  • Indicate if the work-in-progress is a rough cut, trailer, scene selects, etc. Specify the length of the
    work-in-progress.

Part 6: Letter of Support

As part of the application, the station must prepare a letter of support for the project. The letter should describe why the station a good partner for the project. It should also outline the station’s commitment to production and presentation support. Note that a formal Station Producer agreement will be required for LINCS funding. Before composing a letter of support, please read Building a LINCS Partnership.

Part 7A: Work-in-Progress

Note: Materials will not be returned.

  • All proposals must be accompanied by a work-in-progress DVD of the proposed program of at least ten minutes in length. Please note that only DVD-R format can be accepted. The video can be a full rough cut, a trailer, scene selects, etc.
  • In an effort to reduce waste, please consider sending in your work-in-progress sample in a paper sleeve.

Part 7B: Previously completed work sample

  • All proposals must be accompanied by a VHS-NTSC tape OR a DVD-R of the applicant or co-applicant's previously completed work. If a DVD is sent, only DVD-R format can be accepted. Submit work in its entirety (no demo reels).
  • In an effort to reduce waste, please consider sending in your work-in-progress sample in a paper sleeve.

Assembling your application package

An application package is comprised one set of the proposal documents, one copy of the work-in-progress, and one copy of the completed work sample. Please do not bind, spiral or package your proposals in folders. Simply collate and staple as follows:

  1. Written materials

    • Part 1: Signed cover sheet (use as cover sheet for collated materials)
    • Part 2: Program description (up to three pages)
    • Part 3: Résumés and list of Production personnel (up to three pages per résumé)
    • Part 4: Budget summary form
    • Part 5: Work-in-Progress description (one page)
    • Part 6: Signed Letter of Support, which must be signed by both applicants (if applicable) and station partner
  2. Video Materials

    • Part 7A: A work-in-progress of the proposed project (DVD-R format only)
    • Part 7B: One copy of applicant or co-applicant’s previously completed work (VHS-NTSC or DVD-R format)
