In 1990, the New Haven Police Department dismantled its traditional paramilitaristic training unit as part of its long-term strategy for implementing community policing.
The NHPD's decision to demilitarize training is designed to support the basic tenets of community policing, which include the following:
Communication between police and community members;
Inclusion and respect for all members of the community;
Creating working partnerships between police and neighborhoods, schools, elected officials and businesses;
Maintaining order: addressing quality of life issues by solving problems before they become crimes;
Referring citizens to appropriate community agencies and following up on results;
Using powers of arrest as a last resort.
